   Thanks for your replies. I ran the 'lokkit'
program to determine what firewall rules, I had set
that would disable remote use of vncviewer. I didn't
find anything.
   But that gave me an idea to search for exactly
what the vncserver script was doing. The file in
directory /etc/rc.d/init.d was searching for a file
/etc/sysconfig/vncservers, which was supposed to
have a valid user id. My file only had a commented out
generic user id. I uncommented the line and
replaced the generic user id, with a valid one. Then I
ran /etc/rc.d/init.d/vncserver I and finally got the
password prompt to appear and was able to run an x
terminal remotely. 
   However, the vncserver program that I initially ran
was in /usr/bin and didn't look at file
/etc/sysconfig/vncservers. So, I stopped the vncserver
that was started from the command in the
/etc/rc.d/init.d directory. I commented out the line
with the valid user id in the vncservers file, and ran
/usr/bin/vncserver. I was still able to use vncviewer
from the NT box to access the Linux box. Finally I
rebooted the Linux box, ran /usr/bin/vncserver on it,
and was able to run the viewer from the NT box. So,
I'm not sure what changed and got the "VNC service
talking to me on that port." , in Alex's words. The
/etc/sysconfig/vncservers file is back to what it was
when vncviewer could not find the service on the port,
and I didn't change anything with lokkit.

  Well, did you make sure to allow VNC connections
during installation?
  By default there are firewalling IP rules..
  
  If not, run the 'lokkit' program to configure your
firewall rules.
