This is a Windows problem. If you are using an NT kernel (NT 3.5, 4, Win2000, or WinXP), you just need to make sure you are running WinVNC as a service.
If you are using a personal OS (Win 95, 98, 98SE, ME), you are out of luck. CTRL+ALT+DEL stops ALL processes, and you cannot remote control the machine.
