This is a KDE problem. KDE does not operate correctly with multiple instances running as the same person. I am not sure if this has been fixed or not, but I had the same problem around the RH 7.0 timeframe.
How about running the VNC session as someone other than root. Multiple instances of KDE can be running, just not as the same person.
