The main goal is to allow clients with 1200 x 900 screens to increase workspace size when connecting to a 800 x 600 server - or to allow clients with a 800 x 600 screen to see the whole picture at once when connecting to a 1200 x 900 server (full-screen mode requires scrolling.) Compression is not a feature of scaling.
