Thanks Jeff. The config using xinted works. With Redhat 7.2 my configuration 
is as follows...

1) COMMENT OUT the line 'DisplayManager.requestPort: 0' (should be the last 
line) in '/etc/X11/xdm/xdm-config'

2) UNCOMMENTED the line '# *            #any host can get a login window' in' 
/etc/X11/xdm/Xaccess'

3) (RH 7.2) EDIT /etc/kde/kdm/kdmrc and modify the Xdmcp section to enable
it on port 177.

4) ADD to /etc/services line 
vnc-server      5901/tcp                       # Xvnc server

5) ADD FILE /etc/xinetd.d/vnc-server
# description: A Xvnc server 
service vnc-server
{
        socket_type     = stream
        protocol        = tcp
        wait            = no
        user            = root
        port            = 5901
        server          = /usr/bin/Xvnc
        server_args     = -rfbauth /root/.vnc/passwd -inetd -broadcast -once 
-geometry 640x480 -depth 16
}
