I can't help you with any of the programming stuff, but maybe there's a trick you can pull with your firewalls. *Maybe* you can open up a second port on the firewalls and set that to only allow the VNC port (5900) from specfic IP address (your admin workstations) and only to a specific server address (one of your web servers). Rather than just open up the 5900 port, pick another one instead so it's less obvious to Joe Hacker. Hope that helps.
