Sure this can be done, But only with windows terminal server. All other
windows 9x/me/nt/2k have only one desktop, and no virtual desktops.
If you write a virtual desktop application, then you should be able to
modify vnc for this. But winvnc was not built for this purpose.

Const (tightvnc) is planning to release the view only option in the class
files in a few days. This will allow you to write a web page with the view
only option.
Custom page for view only.
normal page for remote access. Is the only solution I can see.
