The icon shows in the task bar because WinVNC with the -servicehelper flag
is in the RUN on startup list.  As long as you have WinVNC set up as a
service it will start up whey your PC does.  You do not need the service
helper running to run WinVNC.  Use Policy Editor or edit the registry and
remove it.
