I don't think you need VNC to do what you are proposing.
Linux has a Xserver and you can pipe the display of a running instance on
the server to the clients.
It works sort of like citrix or windows terminal server.
I can't remember the exact steps, but I know it is possible.
I am pretty sure the city of Largo Florida has there entire network setup
that way.
