IP addresses are unique on the internet, if you have the IP 161.114.32.105
then you are the ONLY person on the internet with that IP address, it is a
unique identifier. Hence if you use a different ISP you would have no chance
in the operability,

I ussually use VNC to administor a clinet remotely by using ip addresses
provided by the same ISP. But would I be able to do connect to my client if
I use ip from another ISP ?
