You may be seeing a manifestation of the 'stuck modifier key' bug. Sometimes under VNC (and sometimes even on machines that don't run VNC, when you're at the console -- I've seen it happen) Windows will get a key-down event for a modifier key, but no key-up event, so it'll behave like the key's being held down. In this case Windows is acting like your SHIFT key is held down. Tap both shift keys, and it should correct itself.
