I get two ^^ only when I hit it twice.  The first time you hit it nothing 
happens because it's waiting for you to put a vowel it to accent (b j n t {) 
so if you hit it again because you didn't put in a vowel it puts the two of 
them ^^.  To get just one ^ Hiting the "^" key followed by a space seems to 
work.

Or do you have a problem where hitting the key once results in ^^?
