TridiaVNC (www.tridiavnc.com) comes with this and many other .reg files. I 
don't know if it would work with the AT&T version but here they are:

this key changes the resolution to 800 x 600:

[HKEY_LOCAL_MACHINE\SOFTWARE\ORL\WinVNC3]
"ResWidth"="800"
"ResHeight"="600"

this turns it off:
"ResWidth"="-1"
"ResHeight"="-1"


You could also try the scaling option on the client.
