What I've found in my limited usage on Win98 and Win98SE systems, is that
"Remove Wallpaper" does not work if Active Desktop is turned on.  Haven't
found a fix or workaround, but didn't look that hard since I'm only using
VNC on intraLAN systems, so my data transfers are at 16Mbps.
