Oh dear.  Win98SE.  Is it using Internet Connection Sharing, by any chance?
(This is installed for multiple NICs, I think, and causes endless confusion
as far as I can tell.)  Your webcam would work because it uses a port below
1024.  All ports above 1024 seem to get swallowed by ICS by default.

Windows 2000 telnet seems to be console-based for me, so it shouldn't "close
the window", regardless of what happens.

Did you try telnetting locally to port 5900 on the machine?
