It turns out that the behaviour depends on how VNC is removed from the 
minimised state. Using the normal taskbar mechanism does indeed cause 
the updates to occur.

(I normally use a thing called PowerPro, and for some reason if I use 
that to show the VNC window, then it does not update. I'll just have to 
remember to use the taskbar -- which is normally something I hate 
doing, but it seems to be the only way to get VNC to respond after 
being minimised.)
