It not Xvnc's problem, but should be viewer side problem.
See FAQ 33.
What viewer are you using? If it was X based viewer,
all key events on viewer side wll send to Xvnc, but
if you are using Windows viewer or such, some keys,
especially NLS keys, are not send to Xvnc.
To fix this, if you are using OS/2 PM version, you can
define additional key map to those keys. If you are using
Windows viewer, you need to modify viewer code (there's
key map table in source) slightly.
