You are only setting the current user password.
click on Start, programs, vnc, administrative tools, show default settings.

set the vnc preferences, as if it's forgotten them or something. I've tried
making a change and apply, make no change and apply, ok - nothing seems to
satisfy
VNC longer than the next shutdown. What am I missing?
