Terminsl Services are probably faster than WiNVNC, yes. This is not an
intrinsic problem with VNC but due to the manner in which WinVNC has to
detect updates. You might like to try running rdp2vnc and compare the
effects!
The problem described sounds like the machine has a locking screensaver and
is running VNC in application mode, not service mode.
