I never did locate 'rawhide' I did find rpmfind.net and downloaded and built
vnc-3.3.3r2-14-src.rpm.
The startup script in that RPM did not work and the RPM did not include a
VNCSERVERS file.
However I found one in a message in the list archive, attached was also
replacement vncserver init script.
After a little editing, I seem to be in business.
Thanks for the direction, I was lost.

You might want to take a look at the vnc-server package in the latest
rawhide. It has a file /etc/sysconfig/vncservers for starting up VNC
sessions on boot.
