This has been raised before and turned out to be video-card or network
related.  It is definitely not something that VNCviewer is doing, since
VNCviewer is a user-level applications and does not access the OS in any
low-level way.

People who are experiencing this problem: which video cards and network
cards are you using?

I suspect that if the M$ folks download the viewer and run it under Win2K
with the same video and network cards as you are using, they'll see the
problem and may have some chance of fixing it.
