Enable the AllowLoopback key.  If you want loopback connections exclusively,
use the LoopbackOnly key (if don't have the "Accept/Deny" enabled it works),
or if you want to use loopback exclusively with Accept/Deny, set AuthHosts
to "-:?127.0.0.1:".  Read the docs for more details.

I am trying to tunnel WINVNC over SSH. I set up port forwarding in SecureCRT
and it looks correct, however, when i run 
vncviewer and specify "localhost" as a host, it tells me that loopback
connections are disabled.

Any ideas as to how to ENABLE them?
