     You might be able to ping the external interface of your router
from inside, but you can't connect to that through in TCP.  At least
personally I've never seen a router which would allow to do so.  I'm
told this is to prevent IP spoofing.  So, this has nothing to do with
VNC.

     So, if you want to test if something's working from outside, you
have to go outside and get in.  You see, as like if you want to test
if your door could be open from outside, you really need to get
outside and try it.

    Of course, in computer science, there's sometimes some workarounds.

    You could ask your friend to try to connect to your public IP
address.  If he got the dialog to input password, it works!

    Or if you could find some proxy in the Internet, you could also do
the test all by yourself.  But the fact is it's easy to find web (ie
HTTP) proxy, but not general proxy.
