Well, it is just what is defined in the runlevels at the system at hand.
On debian systems (including ubuntu and such) runlevel 2 is the default
for the graphical interface, runlevel 3 is not defined/configured. Other
unix implementations use different runlevel definitions. I have to
admit, there are standards for various runlevels. But to quote a unix
guru: 'the nice thing about standards is that there are so many to stand on'
