Sorry, I don't use (much) VNC for Unix.  I've never tried to
change locale in Unix, as a matter of fact.  So I've no idea what
happened to you.  But I could try to give you some steps to narrow
down the problem.

1. If you have access to the console, try to use the zh_cn locale and
see if you could see anything.

2. If this works, try to start a VNC server for this console and try
to connect to it and see if you get the same thing as on the screen.
   And if this doesn't work, you'd better post your problem to AIX53 forum.

3. On the other hand, try to make sure about the port number.
Normally, changing locale shouldn't change port, but who knows?
