Well, you didn't look hard enough ;-)

     VNC server, being a windows service, can be managed as any other
windows services.  In particular, if you open Service Console, you could see
a service called "VNC Server Version 4" which has a startup type of
automatic.  Change the type to manual and stop the service, and here you're!

     Or if you like, you might change to user-mode of VNC server if that's
what you're looking for.
