Hi I'm afraid that you are mistaken - you are not currently using VNC Viewer Free Edition.
Given what you have described, it sounds like the other programs are NOT using the hosts file, but are instead using legacy name-lookup APIs, which fall back to using WINS name lookup if DNS, hosts etc lookup fails. VNC Viewer Free Edition will also use these legacy APIs and so will also work if this is the case.
