So your VNC server fired up, tried to run the above, and instead of twm not exiting, xstartup exited, and your session died.
You need to make sure that /usr/X/bin is in the path ('PATH=$PATH:/ usr/X/bin' in xstartup), and that you've actually loaded the packages that have the X binaries.
