Unless I am missing something - couldn't you create a new connection from the MSWindows Connection Wizard and set a fixed IP address for the laptop? Then use the new (fixed IP) connection for connecting to this network and the default dhcp connection at other times?
PS. I am not in front of a WinXP machine right now, so can't be more precise, but write back if you get stuck. If you have a Linux box then you need to set it up manually using 'ifconfig address' or iproute2 by running something like 'ip addr add . . .' type of thing. You can have different connection scripts as required and bring these up according to the network that you are connecting to. HTH.
