It seems that I have the same problem as described here:

The viewer is installed on a PC with W2K. It works with other PC's
(over Internet) very well. Now I have installed the Server on a PC
with Windows 95 in the local LAN. When I try to connect to this PC
I'll get the same error message (Connection refused (10061). The PC
with Win95 doesn't have a firewall installed. Further there are some
strange things on this PC. When I change the Connection settings
(e.g. the Default Ports), I'll get the error message: "The VNC
authentication method is enabled, but no password is specified. The
password dialog will now be shown."
But: The password was already put in and the password was already
written to the Registry. Also the new Port setting will be written to
the Registry, but if I reopen the settings later on, there are the
Default settings in again. I have played with Sysinternals Registry
monitor and it looks like that VNC writes the values to the registry
but never reads this values from there?

Do you have any idea what's going on wrong?
