Did you try switching off Remote Desktop.  Read the first paragraph here:

If the VNC server is running on your daughter's machine why have you opened
holes in your router?

Ping is just one test.  If responses to ping packets have been blocked at that
remote firewall then you will not get any ping responses, but you should be
able to connect with VNC all the same.  Further than the suggestion about
swithing off remote desktop above, you should check that your daughter's
software firewall allows incoming connections on VNC.  If your ISP has
provided you with a fixed IP address, use this to edit the firewall rule on
your daughter's PC and limit allowed incoming connections from your IP
address only (for security purposes).  Finally check what response you get
when you telnet into your daughters IP address on the VNC port number
(typically 5900).
