You are mistaken.

All VNC servers have supported access by multiple VNC Viewers at the same
time since version 3.

No version of VNC for Windows supports multiple concurrent logged on users
with separate desktops - that is functionality provided only by Microsoft's
Terminal Services, which can't be provided by third-party software.  For
Unix platforms, this functionality is available by using Xvnc.
