I just tried it on Win98. He's right. The VNC I had on there was 4.0, and it worked fine. So, I just installed 4.1.2, and it no longer removes the wallpaper. I doubt that change was from 4.1.1 to 4.1.2. More likely from 4.0 to 4.1...
