No firewall software running on the server.
Windows 2000 pro so he windows firewall option is not available.

Now what you've got sounds more like a firewall issue on the server. Do you
have a 3rd party one installed or is just the Windows one running?

To check, go to Control Panel > Windows Firewall and it will have either On
or Off ticked. If it's on, go to the exceptions tab, click the add program
button, then browse to your VNC server executable.
