As for the dynamic IP, the easiest way to handle this (unless you want to "add a client" from the server) is by getting a dynamic DNS provider, such as no-ip.com, dyndns.com, etc and running a dynamic IP client on your machine which will check ever little bit to see if the IP has changed, and if it has, update the DNS. I don't especially need service between the LAN computers, but if I can't set it up there I won't be able to use the offsite computer as a viewing pc.
