You will need more than just rules you will need actual forwards.

think of vnc server as a web server running on each machine you want
to control on port 5900.

you can do this 

outside:5901 -->Inside1: 5900
outside:5902 -->Inside2: 5900
outside:5903 -->Inside3: 5900

ok?
