Does he have a router? you need to port forward if he does. Does he have a firewall program installed? You need to make an exception for vnc? Does he have anti-virus software? some antivirus software also comes with a firewall-like feature sometimes called internet worm protection or port protection.
Another possibly easier option, On your computer start a "listening" viewer Have your brother right click on the vnc icon and "add new client" and then type YOUR internet IP.
