Does he have a router?  you need to port forward if he does.
Does he have a firewall program installed?  You need to make an
exception for vnc?
Does he have anti-virus software?  some antivirus software also comes
with a firewall-like feature sometimes called internet worm protection
or port protection.

Another possibly easier option,  
On your computer start a "listening" viewer
Have your brother right click on the vnc icon and "add new client" 
and then type YOUR internet IP.  (you need to portforward 5500 or make
appropriate settings on your firewall)

If you have XP service pack 2 dont forget that has a firewall too.
