I take it you are using the vnc server from
http://www.redstonesoftware.com/vnc.html

I dont know of any other OSX servers, the rest of the OSX vnc programs
are only clients.

so you need a server on the one you want to control, and a client on
the one you want to do the controlling with.

start with this link for help in setting up VNC server on the mac

to set up your router you can lok for help on your router/firewall at 
http://www.portforward.com/
