Nope, what you are looking for, normal windows desktops cant do in the first place.
If you are running a windows 2000+AD domain, you already have the tools to control
applications/settings/etc on workstations anyway.. Trying to do it like that just makes things harder then it needs to be.
Check out the proper use of GPO polices, they are your best friend in a windows environment.
If you JUST want to see what is installed and not do any management of those apps, you can use WMI scripts remotely to do that easily, and not effect the user working on the workstation.
