A few things, 
Windows XP Service Pack 2 - check your firewall settings (on one
computer it seems to be right)
Anti-Virus/Anti-Worm/Software Firewall/Hardware Firewall   - Basically
winvnc4.exe needs access, it listens on port 5900  if you need to know
more than try search above
check under Access Control on the connections tab in the server.
You need to set a password - I had this happen on 2k nopassword set =
closed unexpedly
