Are you using VNC Viewer 4 for Windows or VNC Viewer 4 for Java to access
your servers?  Which platforms are your servers running?  Which platforms
are your viewers running?

Ctrl+Break verifiably works (by just pressing Ctrl+break in the viewer) when
viewing a Windows NT 4 box from another Windows machine, using VNC Viewer 4
for Windows & VNC Server 4.
