Anything that could go wrong between points A and B could be the problem. Have someone run tracert or ping on your address; if your system is NT/2000/XP/2003, you should also check any firewalls and the security logs for errors at the times connections are made. You can also run netstat -a -n to try to identify connections getting through or listening.
