Another update:

after finally caving in and paying to talk to someone at Symantec, I was
told the following:

NIS 2003 basically was set up to recognize and 'block' anything that was
classified as 'spyware' and that VNC was abused in that manner; the tech
thought that although 2004 version had resolved this, that the 2003 version
may have some 'built in' protection that will not allow VNC to run.  As this
tech could not help with the more in-depth specs of what this built in
protection might be, I was told to call another number for more technical
support.

I have  yet to call that number.  What confuses me more is that a couple of
people have written to say that they have managed to get 2003 to work for
them.

Hopefully a resolution will be forthcoming to help the NIS impaired with the
VNC issue I am experiencing.
