And what is the question? Why doesn't it work?
Well, I notice that, in your first figure, you've got Router and Modem. I
wonder why they have the same IP address. Are they inside one device?
OTOH, the fact that you can ping 65.103.229.217 doesn't mean anything. It's
your router which responds to it. Not your PC. You could shut down your PC to
confirm this point.
Make sure you're not behind two devices while each one has a different IP
address. See what I mean?
