This feature already exists in the version you are using. You need to add a REG_SZ value to the HKLM\software\ORL\WinVNC3\ key called "AuthHosts" with the data value "?:".
Then, under the HKLM\software\ORL\WinVNC3\Default\ key, set the REG_DWORD value "QuerySetting" to "2", which queries all incoming connections by default, & the REG_DWORD value "QueryTimeout" to "30" or something. This last value is the number of seconds the "accept/reject VNC connection" popup displays for before automatically rejecting the connection. Using 30 seconds in our support environment seems long enough for users to find the popup! Have a look through the documentation - there are a few other handy features in there, too.
