Unfortunately it is more worse than that. On some ATI cards (I have an All-in-wonder 7500), the tv tuner will not function unless you are running some amount of the hardware acceleration. And yes I've seen the bsod, however in fairness I've seen it with just running the ATI software too.
I was able to run in a "reduced" mode and it appears to not have had an adverse affect on the tuner parts of the display card.
