This is a Windows error and has nothing to do with VNC.  The problem is most
likely you are logged in with a user that isn't part of the Administrators
group on either the local machine or the remote machine.  Windows prevents
you from escalating your permissions via a "net use" command.  Usually doing
a "net helpmsg 1219" would give you more info, but in this case doesn't do
any good.
