A network outage will not normally cause an RDP session to logoff or reset, unless the server has been specifically configured to do that. What might happen is that the client drops the connection but that the server doesn't realise, so that a subsequent Terminal Services login creates a new session, in addition to the old one. You can use Terminal Services via VNC through the RDP2VNC or vdesktop programs.
