Just to add a me too to this thread.
I actually do have control of my qemu in proxmox, and sure enough removing the
virtio rng device fixed the problem, am running multiple 12-STABLE Guests that
do not have this problem.
I looked at kern.random and compared to the 12-STABLE VM's, and the key
difference is that the virtio device is available and activated in 13, whilst
it isn't even listed as available in 12. So it works on 12 because it isn't
used.
