Hi Just posted this on a similar thread. Although I don't use Voice Over I've had the same problem with non-vibration since upgrading to IOS 8.0.2. The only way I could get the vibrate to work on silent was to go into Settings / Sounds / Ringtone. Then for my current Ringtone, I set Vibration to one of the patterns available (initially it was set to 'none'). Hope this helps
